HCPC response to Lord Mann’s review

04 Jun 2026

The findings of Lord Mann’s review, which highlight the need for strong, consistent action to address discriminatory behaviour across the NHS have been published.

We remain fully committed to tackling antisemitism and other forms of racism, as part of our regulatory role and will consider the findings in detail.

Working to address discrimination in all forms

Over the past year, we have been continuing our work to support registrants, our staff, and with the wider healthcare system, to promote a culture that actively challenges all forms of discrimination. This has included publishing new resources to help to support registrants and learners if they experience or witness discrimination.

Our recent work builds on previous changes we have made to our standards to strengthen expectations of registrants, which make clear that they should actively challenge discrimination in all its forms.

Bernie O’Reilly, CEO, said:

Discrimination in any form has no place in our health and care system. As a regulator of over 360,000 professionals across the UK, we are determined to play our part in tackling discrimination and helping to create an environment where everyone feels safe and respected.

Our work to support registrants, our staff, and with the wider healthcare system, to promote a culture that actively challenges all forms of discrimination continues.

Earlier this year we published new resources to help to support registrants and learners if they experience or witness discrimination. This work sits alongside a programme of training to help all HCPC staff to better recognise and be aware of antisemitism and Islamophobia.

We welcome the reviews findings and will consider each of Lord Mann’s recommendations in detail to ensure we are able to best protect the public.
