HCPC appoints lay member

HCPC appoints new Lay Council Member

The Health and Care Professions Council (HCPC) is pleased to announce the appointment of Kathryn Foreman to Council. Kathryn will take up her post as Lay Council Member on Monday 1 January 2018 for a term of four years.

Kathryn spent six years at the Cheshire Fire and Rescue service as Deputy Chief Fire Officer and Secretary and Solicitor to the Fire Authority and was the first female, and first person without an operational background, to hold the role nationally.  Kathryn’s experience also includes governance consultancy and a non-executive director role.

Elaine Buckley, Council Chair HCPC, commented:

“I would like to offer Kathryn a warm welcome to Health and Care Professions Council. I look forward to drawing on her extensive senior management experience in both executive and non-executive roles, across a number of organisations, and her legal and governance expertise which I am sure will be a valuable contribution to the Council.”

Notes to editors:


1. The HCPC is responsible for managing the process of appointing a new Council member, in line with the requirements of the legislative frameworks, including the Health and Care Professions Council (Constitution) Order 2009, and makes recommendations to the Privy Council. The Professional Standards Authority is responsible for advising the Privy Council about the process adopted by the professional regulators in recommending an appointment. The HCPC are also responsible for managing the process of reappointment of a Council member or Chair, extending appointments of council members and chairs, suspending or removing a council member or chair or making an emergency appointment. Again, these processes will be carried out in line with the requirements of the legislative frameworks.

2. The Council is drawn from the professions the HCPC regulate as well as lay backgrounds to bring a diverse mix of experience and knowledge.                  Speech and language therapists

4. The HCPC regulates social workers in England. Social workers in Northern Ireland, Scotland and Wales are separately regulated by the relevant Care Council in that country.
